Enforcement and Legal Process Manual - a guidance pack for investigation officers and managers This 'good practice' manual was first developed in 2005, part funded by the Department of Trade and Industry. The fifteen trading standards services in south west England and two external consultants collaberated to produce a manual that provides investigation officers, case supervisors and managers with a self contained guide to the procedures and records and forms associated with the investigation, enforcement and legal processes. The guidance forms the basis for best practice and consistency in the south west. The manual is reviewed on a quarterly basis by a task group of Trading Standards enforcement and legal specialists. The manual is available both as a hard copy and as an online, interactive resource. Local authorities can subscribe to the manual on an annual basis. The manual is offered to subscribers as guidance document and is not intended to be an authoritative statement of the law, which can only be given by the Courts. The decision as to whether to adopt or follow any provision of the manual remains with the subscribing authority. The manual is subject to copyright and may not be reproduced in whole or in part, or otherwise dealt with, except for training/teaching/facilitation purposes, in which case it may be photocopied for circulation and use within regulatory services (predominantly trading standards and environmental health).
